This post is for the designers. As someone who reviews artwork daily - I would reject all the flags. I'd probably fire everyone who submitted them too except for New Mexico and Texas. Of course I'm looking at it from a 2016 perspective - but should flags be redesigned to keep up with modern aesthetics? I think the problem with most of these flags is that most of them were designed in the style of the fashion of the time which was literal and impressed by detail.
