Drunk driving, God & English?!!?

I keep my eye out for interesting things in English here in China; what else can I do since I don't read Chinese? There are all kinds of strange things I've come across, but this handout from Metro English really caught me off guard. So what do you think, does God speak English?

ok i get it... there's something missing from the english translation... ironicly... it says 'study english first, because god speaks english' -- the implication is that if you're planning on driving drunk, you better make sure you take their english classes first... a real stretch!
