HK Police in civilian clothes must display their warrant card. His black vest doesn't even say POLICE. Even if it did, it's still not a valid form of ID. I wore a POLIZEI t-shirt to this protest for exactly that reason.

This officer's appalling lack of professionalism isn't even surprising any more. Neither is the other officer lamely trying to rationalize something obviously wrong.
